Is It Possible To Hide Plugins From Other Users?

Yes, this is possible.

To hide plugins (the entire Plugins page) from non-security admin users, you can use Security Admin Restriction Zones feature detailed here.

If you select "Activate" option for "Plugins", you'll restrict access to your site plugins - the whole Plugins page will be hidden for non-security admin users. 

Also, if they try to access /wp-admin/plugins.php directly, they'll get message that they're not allowed to access that page:

Only the security admins authorised with the security admin PIN) will be able to access this page.
